Overview
Vietnam’s nationwide overhaul of citizen identification and residence registration, launched in May 2026, gives commune‑level police authority to collect facial‑recognition data and one‑time‑password checks for high‑value transfers. From 1 January 2025 all payment accounts must match the biometric database; non‑compliant accounts are blocked and state‑owned banks began freezing them. On 7 July 2026 Law 118/2025/QH15 expanded passport‑cancellation grounds and tightened conscription‑evasion penalties. A day later ACB’s ONE app split large transfers into smaller payments, each requiring separate facial verification. Authorities warned on 10 July that personal identification numbers are increasingly exposed online and offered a free SMS code for citizens to audit their ID usage. VietinBank introduced AI voice‑biometrics for call‑centre authentication on 19 July, while police issued alerts about sophisticated fake‑transfer scams using forged screenshots and AI‑generated emails. The same day NCB and LPBank began closing dormant accounts with balances below VND 20,000 that had been inactive for 12–24 months. Dong Nai Public Security cautioned against posting lost ID documents online on 20 July. Major banks—including Vietcombank, VietinBank, Agribank and BIDV—confirmed compliance with the biometric framework, and anti‑money‑laundering provisions empower authorities to freeze accounts in investigations. On 24 July the State Bank issued circular 6190, imposing a mandatory 24‑hour hold on online transfers exceeding VND 400 million. Customers may set lower personal limits and must be given the option to adjust limits and waiting periods by 1 March 2027, providing a verification window to curb rapid‑fraud scenarios. The following day, Vietnamese law clarified that police and other authorized agencies can request banks for customer identification and transaction histories under the 2024 Credit Institutions Law and Decree 117/2018/ND‑CP, with urgent‑case exceptions.
