Vietnam university admissions face low fraud rates and strict entry criteria

Data from the College Board shows that cheating on the SAT and ACT in the United States is extremely rare, with fewer than 4,000 incidents recorded each year out of 1.5‑2 million test‑takers – a fraud rate of about 0.2 %. The low incidence is attributed to sophisticated security measures, biometric verification and severe penalties for offenders.

In Vietnam, university enrollment for the 2026 intake has highlighted the complexity of admission rules. Hanoi University required applicants to achieve a minimum floor score of 20 points and to have a foreign‑language test result from the high‑school graduation exam. Because many schools do not convert recognized language certificates into admission points, 147 candidates were disqualified despite holding international certificates, losing their opportunities to apply for up to 15 preferred programmes. The disparity between national exam exemptions and individual university criteria has created confusion and unintended barriers for prospective students.
