Vietnam updates driver's license regulations and testing procedures
Vietnam's Ministry of Public Security has issued Circular 108/2026/TT-BCA, which introduces significant updates to driver's license examination, issuance, and international usage. Effective July 1, 2026, the regulations aim to simplify administrative procedures through digital transformation, allowing citizens to apply for or renew licenses online via public service portals or through integrated applications like VNeID and VNeTraffic.
Key changes to the licensing process include requirements for portrait photos to be taken on a white background and mandatory health certificates for motorcycle license renewals, unless electronic data is already available. For expired licenses, those lapsed for no more than 30 days may be renewed, while those expired longer than 30 days require re-examination. Future testing updates include adjusted question counts for motorcycle theory exams starting March 1, 2027, and new practical test structures for motorcycles starting January 1, 2028. Additionally, computer-based traffic simulation tests for car licenses will be removed.
The regulations also clarify license classifications under the 2024 Law on Road Traffic Order and Safety, categorizing vehicles from A1 to D1 based on engine capacity and vehicle type. Authorities have also warned citizens against fraudulent services on social media platforms that promise rapid or guaranteed license issuance without proper medical examinations.
