Residents report frequent accidents, traffic disruptions and dust, while officials cite contractor shortages and a recent change of the project’s managing agency as reasons for the slowdown.

In Nha Trang, a flood‑control scheme costing over VND 593 billion has been finished for more than seven years but has not been approved for hand‑over. The project failed to meet design standards, leaving unauthorized trees growing in the river channel. After repeated demands from provincial authorities, the investor finally removed part of the obstructing vegetation, yet completion and financial settlement are still pending.
