Vietnam's E10 fuel rollout boosts ethanol producers and state oil retailers
Within the first month of mandatory E10 gasoline—containing 10% ethanol—Vietnam has consumed about 800 million litres, according to the Ministry of Industry and Trade. The rollout proceeded on schedule, with a stable supply chain and no reported disruptions, especially in Ho Chi Minh City, which accounts for roughly 20% of national fuel sales.
Ethanol demand is projected to reach 1.2–1.5 million m³ per year, far above the current domestic production capacity of 500 000–600 000 m³. Companies expected to benefit directly include ethanol producers such as Vietnam Oil and Gas Group (BSR), Duc Giang Chemical Group (DGC) and Quang Ngai Sugar (QNS). Indirect beneficiaries are firms supplying raw materials like cassava, sugarcane and molasses. State‑owned fuel distributors PetroVietnam Gas (PLX) and PetroVietnam Oil (PVOIL) are also poised to gain market share through their extensive retail networks and new E10 blending facilities.
Regulators stress that the fuel meets national technical standards and poses no risk to most engines, but note lingering consumer concerns, especially among owners of older vehicles. They also highlight the need for longer‑term policies to secure domestic ethanol production and to enforce quality controls across blending, distribution and retail.
