Vietnam approves creation of Quang Ninh and Bac Ninh cities

On 6 August 2026, Vietnam’s 16th National Assembly approved the establishment of two centrally‑run cities: Quang Ninh and Bac Ninh. The proposals, presented by Minister of Home Affairs Nguyễn Tiến Hai, satisfied all five legal conditions and seven standards required by Law No 72/2025/QH15 and Resolution 112/2025/UBTVQH15.

Quang Ninh will cover 6 231.27 km², host about 1.52 million residents and comprise 54 commune‑level units; Bac Ninh will cover 4 713.75 km², host roughly 3.99 million residents and comprise 99 commune‑level units. Both provinces were judged to have the political, legal and economic basis for city status, aligning with national and regional planning. The move leverages Quang Ninh’s strategic border location with China and its strong foreign‑direct‑investment base, and Bac Ninh’s proximity to Hanoi and its role in the ASEAN‑China logistics corridor. The cities are slated to be formally established on 1 September (Quang Ninh) and 20 September (Bac Ninh). The same session also discussed related infrastructure and investment reforms, but the city‑creation proposals were the headline legislative actions.
