Vietnam Reviews First Year of Three‑Tier Government Reform

On 1 July 2026, Vietnam’s Politburo held a nationwide conference in Hanoi to assess the first year of operation of the newly‑implemented three‑tier system of governance – central, provincial and commune levels. The meeting was chaired by General Secretary and President Tô Lâm, with top leaders including Prime Minister Lê Minh Hưng and National Assembly Chair Trần Thanh Mẫn.

The review highlighted five major outcomes: (1) consolidation of the state apparatus into a leaner, more coordinated structure; (2) progress on legal and administrative reforms, decentralisation and digitalisation; (3) stabilisation of basic public‑service functions under the new two‑level local government model; (4) innovations in leadership, staffing and performance monitoring; and (5) strengthened political education and public consensus. Participants praised the swift re‑organisation and called for continued focus on improving operational quality and service delivery.

The conference underscored the strategic importance of the reform for Vietnam’s development, stressing that effective implementation will enhance state efficiency, support economic growth and better serve citizens at the grassroots level.
