Vinci opposition contests solar plant on agricultural land

The opposition group ‘In Comune per Vinci’ has voted against a proposed urban planning variation intended to allow the construction of a photovoltaic plant on approximately 1.8 hectares of agricultural land owned by the Bitossi group.

While the group supports the electrification of company furnaces to reduce air pollution, they oppose the use of fertile agricultural soil for ground-mounted solar panels. They characterized the proposal as a “wrong way to implement the energy transition,” citing concerns regarding hydraulic hazards in the P3-classified area and alleging procedural irregularities. The group suggested that solar installations should instead prioritize rooftops, parking lots, and factory premises rather than utilizing an “ad hoc” urban planning variation to bypass conservation constraints.
