Italian local opposition to solar energy projects
Overview
Local opposition has emerged in the Tuscany region against the installation of large-scale photovoltaic plants on agricultural land.
In Cerro Maggiore, the municipal administration expressed strong opposition to a project involving 20,000 solar panels covering over 150,000 square meters. Mayor Nuccia Berra noted the scale is unprecedented for the area, arguing the project would cause landscape disruption and threaten an ecological corridor within Mughetti Park. The council approved a resolution to contest the project on technical and regulatory grounds.
Similarly, in Vinci, the opposition group ‘In Comune per Vinci’ voted against an urban planning variation for a solar plant on 1.8 hectares of fertile soil. While supporting broader electrification efforts, the group criticized the proposal as a “wrong way to implement the energy transition,” citing hydraulic hazards and suggesting that solar installations should prioritize rooftops and parking lots rather than agricultural land.
