Vinh Hung requires large-scale restructuring to resolve infrastructure bottlenecks

Tran Ngoc Chinh, Chairman of the Vietnam Urban Planning and Development Association, has called for a large-scale restructuring of Vinh Hung, a ward in Hanoi's Hoang Mai District. Despite its strategic location only 4 km from Hoan Kiem Lake and its proximity to major transport links like National Highway 1A, Vinh Tuy Bridge, and the North-South high-speed railway starting point at Ngoc Hoi station, the area suffers from severe infrastructure bottlenecks, congestion, and flooding.

Chinh noted that Vinh Hung currently functions as a “village within an urban area” due to its transition from a commune to a ward without a comprehensive master plan or significant large-scale investment. He emphasized that while local efforts to clear sidewalks and markets have occurred, a major restructuring project covering approximately 447 hectares is necessary. Such a project would aim to organize living spaces, implement on-site resettlement, and develop modern urban infrastructure to connect the southeastern gateway of the capital effectively while controlling population density.
