Vinh Hung urban redevelopment in Hanoi

Overview

Tran Ngoc Chinh, Chairman of the Vietnam Urban Planning and Development Association, has advocated for a large-scale restructuring of Vinh Hung, a ward in Hanoi’s Hoang Mai District. Despite its strategic proximity to major transport links, the area faces severe infrastructure bottlenecks, congestion, and flooding, functioning as a “village within an urban area” due to a lack of comprehensive master planning.

Following these calls for reform, a detailed 1/500 scale planning draft has entered the community consultation phase. The proposed redevelopment project covers approximately 447 hectares and aims to reorganize urban space by combining new development areas with the renovation of existing neighborhoods. The plan intends to dedicate nearly 70% of recovered land to transportation and social infrastructure to address deficiencies in public spaces, healthcare, and education services.

Hanoi is now initiating this redevelopment and renovation project to transition from horizontal expansion toward upgrading the city’s core spaces. The project will utilize a Transit-Oriented Development (TOD) model and the “15-minute city” concept, emphasizing green and sustainable restructuring.

Vinh Hung has been designated as a key area for urban reconstruction as part of Hanoi’s 100-year planning vision. To transform the area from a traditional village-like structure into a modern center on the capital’s eastern development axis, proposed developments include a 60-meter wide boulevard and the Cu Khoi bridge. These improvements aim to address safety concerns regarding emergency vehicle access, as current infrastructure is characterized by narrow alleys only 3-4 meters wide. Experts, including Dr. Dao Ngoc Nghiem, suggest that phased planning will allow Vinh Hung to evolve from a rural outskirts area into a modern urban hub.
