VinSpeed's $5 bn Hanoi‑Quang Ninh High‑Speed Rail Project Advances with Environmental Review
The Quang Ninh provincial Department of Agriculture and Environment has opened a 15‑day public consultation on the Environmental Impact Assessment for the Hanoi‑Quang Ninh high‑speed rail line proposed by VinSpeed, a Vingroup subsidiary. The 120‑km double‑track railway will run through Hanoi, Bắc Ninh, Hải Phòng and Quang Ninh, featuring five passenger stations (Cổ Loa, Gia Bình, Ninh Xá, Yên Tử, Hạ Long Xanh) and a depot at Hạ Long Xanh. Designed for a maximum speed of 350 km/h (120 km/h in the Hanoi segment), the line will use 16 trainsets, each with 7‑8 cars and a capacity of over 600 passengers.
The project, valued at more than VND 147 000 billion (about US$5‑5.6 bn), includes approximately 4 km of ground‑level track and 116 km on viaducts and bridges, with nine river crossings. It will require about 569 ha of land, largely agricultural and forest areas. Construction began on 12 April 2026 with commercial operation targeted for 2028, promising to cut travel time between Hanoi and Quang Ninh from over two hours to roughly 23 minutes.
