Russia orders private data centers to reserve 10% capacity for state use

Russian President Vladimir Putin has signed a decree requiring private data center operators to reserve 10% of their technical capacity and space for state information infrastructure. Under the new mandate, a government sub-commission will determine when these resources are needed, and operators must provide access within 24 hours of a decision.

Private companies have ten days to comply with the new reservation rules. The decree also allows for the temporary use of data centers located outside of Russia, provided the Federal Security Service (FSB) grants approval. The Ministry of Digital Development is tasked with conducting an inventory of all available capacity and space across the country.

The measure follows a series of Ukrainian drone attacks in October targeting Russian technological facilities, including sites operated by Yandex and Sberbank. These incidents caused service disruptions and highlighted vulnerabilities in the nation's digital infrastructure. To mitigate future risks, the Ministry of Digital Development is also working to establish an industrial headquarters to protect communication networks from drone strikes.
