Évreux municipal elections annulled by administrative court

The administrative court of Rouen has annulled the March 2026 municipal election results in Évreux due to irregularities during the vote counting process. The court ruled that the conditions of the count made it impossible to determine the voters' true intentions with certainty.

The decision follows a challenge by the opposition regarding an envelope containing approximately one hundred ballots that was moved and left out of sight of election officials and voters for an undetermined period. While the court noted this was not a deliberate maneuver, it created enough uncertainty that a simulation of the results—subtracting 100 votes from each of the four major lists—suggested the distribution of the final seats could have been different.

Mayor Guy Lefrand expressed his “stupefaction” at the ruling and announced his intention to appeal the decision to the Conseil d’État. He maintains the legitimacy of his list's original result, which secured 4,569 votes (34.58%) and 29 seats. Lefrand stated that the current municipal administration will continue to manage the city and fulfill its mandates while the legal process proceeds. A decision from the Conseil d’État is expected between January and April 2027.
