Jalisco Governor Lemus launches water quality and infrastructure plan for Guadalajara

Governor Pablo Lemus Navarro announced an emergency water‑quality program for the Guadalajara Metropolitan Area (AMG). The plan includes the deployment of water trucks, provisional treatment plants and free bottled water for the most affected neighborhoods.

The state will invest 2.5 billion pesos to expand the Miravalle treatment plant (PP1) and another 1 billion pesos for the La Calera aqueduct and pumping system. Funding will come from Jalisco’s own budget; Lemus said the federal government has contributed no money to the projects. The plan will be presented to the state Congress and will be analyzed by technical committees.

Lemus rejected any privatization of the SIAPA water system, proposing instead CMRO contracts that keep ownership with the state while allowing private participation in construction, maintenance and operation. Movimiento Ciudadano lawmakers accused the federal government of abandoning Jalisco’s water needs and politicising the issue.

Full technical documents of the water plan have been released publicly, providing detailed diagnostics and scenarios for future infrastructure investments.
