Mexico water crisis – late July 2026
Overview
The state‑level emergency response continued to expand after mid‑July. In Toluca, municipal officials proposed drilling new groundwater wells to ease shortages, but councilors warned that insufficient technical studies could aggravate land‑subsidence and damage existing infrastructure. Ciudad Juárez’s interim mayor highlighted water provision and street paving as top citizen demands, while the local water board stepped up inspections to curb commercial misuse of residential tariffs.
Puebla legislators advanced constitutional reforms to embed river‑restoration as permanent policy, targeting the Atoyac River and the Valsequillo reservoir. The federal government announced a 20 billion‑peso program to clean the Lerma‑Santiago, Tula and Atoyac basins, addressing pollution from municipal drains, industry and illegal dumping. In Querétaro, the municipal utility issued a regulation board to improve aquifer recharge in the Cerro Gordo ejido. Coahuila’s San Juan de Sabinas began rehabilitating irrigation canals for three ejidos, and Torreón’s mayor distributed 1,100‑liter water tanks to households while outlining upgrades to wells, pipelines and the Agua Saludable interconnection system.
Ecatepec’s mayor, Azucena Cisneros Coss, petitioned the Supreme Court to suspend or modify the amparo resolution that would require more than six billion pesos for water‑meter installation and hydraulic upgrades to meet NOM‑127‑SSA1‑2021 standards. She cited recent improvements—including well rehabilitation, network repairs, construction of the Tanque Maestro in Ciudad Cuauhtémoc and daily 100‑liter tanker deliveries—but argued the mandated costs are financially unviable.
