Willy Serrato barred in Peru; Interdiction rules curb candidates in Colombia
Peru's Special Electoral Jury in Chiclayo ruled that Willy Serrato Puse cannot register as a mayoral candidate for Olmos after confirming convicted sentences for malversation of funds (January 2019), simple collusion (February 2022) and simulated influence trafficking (December 2022). The jury cited article 34‑A of the Peruvian Constitution and municipal election law, and Serrato’s party said it will appeal the decision.
In Colombia, electoral law prohibits any person who is in a judicial interdiction or subject to a penal or disciplinary sanction from running for public office. The statutes – including Law 617 of 2000, Law 2200 of 2022 and related provisions – define interdiction as a loss of political rights, barring candidates from mayoral, council, deputy or gubernatorial posts while the restriction is in force.
