Climate scientists warn that an especially strong El Niño could develop this summer, raising the risk of severe rainfall deficits in central Namibia. Windhoek, the capital, draws 75‑80% of its water from runoff captured in the Von Bach, Swakoppoort and Omatako dams. Past droughts in 1982/83, the mid‑1990s, and 2015/16 prompted the city to expand water reclamation capacity and launch emergency aquifer abstraction, but no comparable new source has been added since the last crisis. Officials note that rising demand and limited buffers mean any prolonged rainfall shortfall could quickly strain supplies. Short‑term resilience measures under discussion include completing the Von Bach bypass pipeline, maintaining the Windhoek Aquifer for emergency abstraction, and reinforcing demand‑management programmes.
In parallel, researchers published a modeling study showing that targeted marine cloud brightening – injecting aerosols to brighten low‑level Pacific clouds – could weaken or even neutralise a developing super El Niño. Lead author Jessica Wan said, “we were able to turn what was an extreme or super El Niño into a neutral event, so it wasn’t even an El Niño anymore at that point.” The proof‑of‑concept results suggest the technique could revert the 1997‑98 and 2015‑16 super El Niños to ENSO‑neutral states under aggressive deployment, though scientists caution that real‑world trials would need to address side effects such as hastening the onset of La Niña.
