Wolfram Weimer proposes ZDF privatization and ARD restructuring

German Culture and Media State Minister Wolfram Weimer has sparked widespread political criticism following proposals to fundamentally restructure the country’s public broadcasting system. During a non-public conference at the Konrad-Adenauer-Stiftung, Weimer suggested the potential privatization of ZDF and a significant reduction of the ARD network, proposing a model with only four to five large regional broadcasters instead of the current nine.

Weimer argued that the current system creates costly double structures and that private broadcasters like RTL are struggling in a media market dominated by a duopoly of Big Tech and public broadcasters. However, the proposals have met with strong opposition from various political and professional groups. The German Journalists Association (DJV), the Verdi union, and members of the SPD and Green parties have criticized the move, arguing that public broadcasting is a vital pillar of democracy and that such reforms are the responsibility of the federal states (Länder), not the federal government.

Critics have also noted that the proposed restructuring closely mirrors rhetoric used by the AfD. While some emphasize the need for efficiency and digital modernization within the ARD and ZDF, they maintain that privatization and the dissolution of regional stations would undermine media diversity and democratic stability.
