German public broadcasting reform proposals

Overview

German Culture and Media State Minister Wolfram Weimer has proposed significant reforms to the nation’s public broadcasting system, specifically targeting ARD and ZDF.

Initially, Weimer suggested the potential privatization of ZDF and a reduction of the ARD network from nine regional broadcasters to only four or five to eliminate costly double structures. These proposals faced immediate backlash from the German Journalists Association, the Verdi union, and members of the SPD and Green parties, who argued that such reforms could undermine media diversity and democratic stability.

In subsequent statements, Weimer described current broadcasting structures as “crusty and outdated” and called for a refocusing on core mandates such as quality journalism, education, and culture. He advocated for reducing “shallow series, crime dramas, and sports” in favor of informative content. While addressing the need for efficiency, Weimer defended the broadcasting fee, characterizing it as a “compulsory contribution” (Zwangsbeitrag).

As part of broader structural shifts, Westdeutscher Rundfunk (WDR) has announced a major restructuring plan to transition resources from linear programming to digital platforms. WDR intends to reduce its program portfolio from approximately 600 to 300 offerings by 2030, with 76 formats—including the magazine ‘Frau TV’—slated for discontinuation by the end of 2027. The broadcaster also plans to reduce its workforce by 133 positions by 2030 through natural attrition. Additionally, MDR and BR are cooperating on classical music programming; MDR will cease its independent DAB+ frequency in Central Germany, transitioning its content to digital channels like ARD Sounds and YouTube.
