Xalapa authorities investigate real estate cartel

Authorities in Xalapa have begun making arrests as part of an investigation into a suspected “real estate cartel” involved in property dispossession and irregular operations. So far, approximately ten lawyers and notaries have been detained. Recent arrests include Miguel Isaac “N” and Pedro Damián “N”, who are accused of fraud and procedural fraud through a law firm that allegedly simulated legal acts to strip victims of their properties.

The State Attorney General’s Office has conducted searches at multiple locations, seizing vehicles, furniture, civil and commercial files, notary instruments, and various identification documents. The investigation targets a scheme using falsified documents, irregular contracts, and simulated lawsuits to seize assets.

Targets of this scheme reportedly include land in urban growth zones, intestate properties, homes owned by individuals living abroad, and assets belonging to senior citizens. In several instances, victims claimed they were unaware of legal proceedings against them until resolutions were already in place, often due to notifications failing to reach their actual residences. The investigation is looking into the involvement of various professionals, including litigating lawyers, public notaries, judges, and judicial officials.
