Property fraud investigation in Xalapa

In Xalapa, Veracruz, legal disputes regarding property possession have highlighted vulnerabilities among senior citizens. One specific case concluded after an eight-year battle, where two elderly sisters, Yolanda and Margarita Roa, regained their property following a tenant’s refusal to vacate and failure to pay rent. The restitution was executed by judicial order with support from the Veracruz State Secretariat of Public Security.

Following such instances of property loss, authorities have launched a broader investigation into a suspected ‘real estate cartel’. This investigation has led to the detention of approximately ten lawyers and notaries accused of using fraud and simulated legal acts to strip victims of their assets. The scheme reportedly targets urban land, intestate properties, and homes owned by individuals living abroad or senior citizens. The State Attorney General’s Office is investigating the potential involvement of various professionals, including judges and judicial officials, who allegedly used falsified documents and irregular contracts to seize property.
