Zagreb police confiscate illegal electric scooters from minors and hold parents liable

On 14 July, police in the Zaprešić area of Zagreb seized three electric scooters that were being ridden by minors because the motor power of each scooter exceeded the legal limit of 0.6 kW, classifying them as non‑road‑legal vehicles. Two 15‑year‑old riders were deemed criminally responsible, while the parents of the third minor, who is too young to be held liable, face a misdemeanor for failing to supervise their child. The scooters were temporarily confiscated pending a court decision.

The action is part of a broader crackdown on powerful e‑scooters in Croatia, where recent statistics show six deaths and over 1 200 injuries linked to scooter accidents, many involving youths under 18. Lawmakers are considering stricter rules, including raising the minimum riding age to 16, banning scooters on sidewalks, requiring liability insurance, and adding identification stickers.
