According to the report, the man uses deceptive tactics, such as claiming to be hungry or needing money for a taxi, to solicit funds from passersby. The witness alleges that the individual also steals mobile phones and reaches into bags. The report further claims that the money collected is spent in casinos and that previous attempts to contact the police were unsuccessful due to a lack of evidence.
