Zelensky establishes special command for long‑range attacks on Russia

Ukrainian President Volodymyr Zelensky announced on 10 July 2026 that he signed a decree creating a special command within the Armed Forces to conduct deep, long‑range strikes on Russian territory. The new formation will direct 100 % of available resources toward weakening Russia’s war‑fighting capacity and will be supported by rapid‑response units that combine assault troops with drone systems.

Zelensky noted that recent Ukrainian drone attacks have already hit Russian oil refineries up to 2,500 km from the border, bringing all Russian refineries within range of Ukrainian weapons. The president said the campaign aims to cripple Russia’s fuel supplies, a key source of revenue for its war effort. He also said Kyiv has presented peace proposals that enjoy support from international partners and, he claims, from elements within President Vladimir Putin’s inner circle.

The decree marks a shift toward systematic, high‑impact operations intended to reduce Russia’s military capabilities while signalling Ukraine’s resolve to bring the conflict to Russian soil.
