Following the 2026 World Artificial Intelligence Conference (WAIC) in Shanghai, the global geopolitical landscape is shifting toward a paradigm of digital sovereignty and South-South cooperation. A central development in this shift is the founding of the World AI Cooperation Organization (WAICO), announced by President Xi Jinping. Attended by the United Nations Secretary-General, WAICO aims to coordinate global AI regulation and promote shared benefits, positioning AI governance as a systemic, planetary issue. To date, 29 countries have joined the organization. This is evidenced by the release of Kimi K3, a new-generation large AI model featuring 2.8 trillion parameters, which has been made available as an open-source resource. The prominence of Chinese firms is further underscored by reports that six of the world’s top ten applicants for generative AI patents are headquartered in China. As Notably, the ~~struggle for power increasingly centers on control over semiconductors, data, and algorithmic sovereignty, regions such as Latin America and~~ Stanford University 2026 AI Index Report indicates that the ~~Caribbean are emerging as strategic players due to their natural resources~~ performance gap between Chinese and ~~demographic assets.~~ American AI models has ‘effectively disappeared.’
