Indonesia online gambling crackdown

Overview

In late July 2026, Indonesia’s Financial Transaction Analysis Agency (PPATK) reported a 20% decline in total online gambling transaction value from the previous year, though activity remained significant. The agency noted that QRIS digital payments accounted for 88.6% of activity in early 2026 and identified approximately 6,300 civil servants from the Ministry of Public Works as participants. A week later, East Java police seized a hacker who had compromised various websites to boost the search-engine visibility of illegal gambling portals. During the 2026 FIFA World Cup, PPATK observed a surge in gambling deposits, reaching Rp1.02 trillion from roughly 6 million transactions. This 167% jump in volume prompted the temporary blocking of 2,815 accounts and the freezing of Rp325.43 billion in assets. PPATK head Ivan Yustiavandana noted that gambling networks are shifting toward smaller micro-transactions to evade monitoring.

In August 2026, the Ministry of Social Affairs suspended social assistance for over 1.4 million beneficiaries, including nearly 800,000 recipients of the Family Hope Program (PKH), due to suspected gambling involvement. By mid-August, the Ministry confirmed that 1,494,652 recipients of the Sembako Program and PKH were linked to gambling transactions through data matching with the PPATK. Notably, over 1 million of these flagged records involve individuals with the status of children. In Bengkulu City, 4,322 data entries were flagged, with 82.1 percent belonging to the lowest socio-economic groups.

To combat such misuse, the government has digitalized the social protection system. Muhammad Qodari, Head of the Government Communication Agency (Bakom RI), noted that digital verification has reduced data processing time from 200 days to five minutes. Social Affairs Minister Saifullah Yusuf stated the government will not tolerate the misuse of funds, emphasizing that assistance must be used for family needs.
