Romania is experiencing a political crisis following the dismissal of Ilie Bolojan’s government in May. President Nicușor Dan has announced that consultations to form a new government will resume on September 1. To avoid sending negative signals to international rating agencies, the President paused new prime ministerial nominations during July and August. Dan noted that repeated failed attempts to invest a government could have impacted Romania’s sovereign credit ratings. He indicated that the upcoming cabinet is more likely to be composed of political ministers rather than technocrats, as there is currently insufficient support for a technocratic option. The President also intends to maintain influence over strategic portfolios, specifically Foreign Affairs and Defense. Various political scenarios are being discussed to secure a stable parliamentary majority. majority, with negotiations aiming to establish a functional cabinet by mid-September. One potential model involves a PSD-led government headed by an independent prime minister, which could potentially be supported by UDMR and certain members of the AUR party. Political parties have proposed different frameworks for governance. The USR has suggested a rotation model where the PSD would govern for approximately 10-11 months, followed by a coalition of PNL, USR, and UDMR for 15-16 months. The PNL has proposed Siegfried Mureșan for prime minister alongside USR and UDMR, though interim Prime Minister Ilie Bolojan stated that the PNL refuses to enter a coalition with the PSD. Amid the deadlock, UDMR leader and interim Vice Prime Minister Tanczos Barna stated the party is willing to mediate but maintains a ‘red line’ against collaborating with the AUR party in any minority government. Barna suggested that resolving the crisis requires renewed dialogue between the PNL and PSD.
