Germany continues to expand its renewable energy infrastructure through large-scale utility projects, community-led initiatives, and evolving legislative frameworks. The Energiepark Witznitz near Leipzig remains a major milestone, utilizing over 1.1 million bifacial modules to reach a capacity of approximately 650 megawatts. To comply with the revised EU Building Directive, the Building Modernization Act (GModG)—published in the Federal Law Gazette on July 28, 2026—establishes a phased transition for energy standards. Starting January 1, 2027, new non-residential buildings with more than 250 square meters of usable area will require solar installations. By January 1, 2030, the zero-emission standard and solar mandate for residential buildings are set to apply to all new constructions. Solar power has become Germany’s third most important electricity source. Deployment is increasingly utilizing challenging terrains, such as landfills, steep slopes, and sealed surfaces like parking lots. This is supported by improved efficiency; land requirements dropped from 3.5 hectares per megawatt in 2008 to 0.88 hectares per megawatt in 2024. Small-scale rooftop systems on residential and small multi-family buildings now account for nearly one-third of the total installed capacity. In the first nine months of 2026, Germany added ~~12.63~~ 12.76 GW of solar capacity, bringing the cumulative registered capacity to 130.68 GW across approximately 6.4 million units. While expansion remains significant, September 2026 saw a decline in net additions to 1.23 GW, the lowest level since February 2026, primarily due to a drop in ground-mounted solar park installations. Regionally, Bavaria led solar additions, followed by Baden-Württemberg and North Rhine-Westphalia.
