US-Guyana migration cooperation agreement

Overview

Guyana and the United States have established a migration cooperation framework involving the temporary hosting of selected non-national migrants. Under the Assisted Voluntary Return Program, individuals without criminal records—including recent arrivals from Cuba and Afghanistan—relocate to Guyana while awaiting final determinations on their immigration status. Participants may eventually return to their countries of origin or relocate to a different destination.

The United States government is responsible for all relocation costs, ensuring no financial liability for Guyana. The International Organization for Migration (IOM) manages the operational implementation, including housing, healthcare, and social integration services.

While government officials have emphasized that the arrivals are fully vetted, the Guyana Human Rights Association (GHRA) has criticized the arrangement. The GHRA described the agreement as “troubling” and raised concerns that the collaboration might breach the Constitution of Guyana as well as national and international human rights laws.
