Turkey food safety and labeling regulation updates

Overview

The Turkish Ministry of Agriculture and Forestry has implemented comprehensive new regulations for food production and labeling to enhance consumer safety and prevent unfair competition.

New standards for meat products, including sucuk, pastırma, döner, and minced meat, have been published in the Official Gazette. To prevent consumer deception, the use of terms such as ‘100%’ or ‘100% beef’ on labels and brands is now banned. For döner, manufacturers must specify if the meat is ‘yaprak’ (sliced) or ‘kıyma’ (minced), with chicken döner fat content capped at 15%. The regulations also prohibit adding soy or starch to increase weight. Minced meat labels must prominently display fat content and collagen/protein ratios, while pastırma labels must note if ‘çemen’ has been removed.

Amendments to the Turkish Food Codex regarding drinking milk have standardized fat classifications into ‘full fat’, ‘fatty’, ‘semi-skimmed’, or ‘skimmed’, removing intermediate percentage-based labels. The term ‘natural’ is now restricted to full fat and fatty drinking milk, and lactose-free or reduced-lactose milks are prohibited from using that term.

Regarding additives, flavoring agents are restricted to ‘natural flavorings’ only. New sugar limits set a maximum of 5% by mass for added sugar and 9.5% for total sugar content. The use of sugar derivatives like glucose and fructose syrup, other than sucrose, is prohibited. Businesses have until March 31, 2027, to comply with these standards.
