Portugal is implementing its Recovery and Resilience Plan (PRR), with recent developments highlighting both sector-specific achievements and broad economic distribution. In the cultural sector, the country has met its objectives by mobilizing 330.4 million euros. This funding, which included 243.2 million euros from the European Union, focused on the conservation of museums, monuments, and palaces, the requalification of national theaters, and the ‘Saber Fazer’ program. These investments supported interventions across 83 museums and monuments, as well as 90 cultural facilities and over 500 infrastructures. Recent efforts also included the large-scale digitalization of national archives and film collections. On a broader scale, the PRR has reached a milestone where total payments have hit 14.867 billion euros, representing 68% of the total contracted and approved amount. Recent distributions included 146 million euros across 1,984 new applications. The primary beneficiaries of the plan include companies, public entities, and local municipalities, with total project approvals rising to 25.146 billion euros. As of late September 2026, Portugal has submitted its 10th and final disbursement request for more than 4.6 billion euros to the European Commission. This submission request, totaling 4,672 million euros net of advances, completes the country’s total allocation of approximately 21.9 billion euros from the European Union’s post-pandemic fund. According to the Ministry of Economy and Territorial Cohesion, this marks the completion of all 379 milestones and targets established under the plan. The final request covers 92 investments and four reforms spanning health, housing, infrastructure, energy, digitalization, and water management. Minister Manuel Castro Almeida noted that the program represents the “largest investment program ever executed by the Portuguese administration,” impacting sectors such as decarbonization and the national business fabric.
