As of late September 2026, Portugal has submitted its 10th and final disbursement request for more than 4.6 billion euros to the European Commission. This request, totaling 4,672 million euros net of advances, completes the country’s total allocation of approximately 21.9 billion euros from the European Union’s post-pandemic fund. According to the Ministry of Economy and Territorial Cohesion, this marks the completion of all 379 milestones and targets established under the plan. The final request covers 92 investments and four reforms spanning health, housing, infrastructure, energy, digitalization, and water management. Minister Manuel Castro Almeida noted that the program represents the “largest investment program ever executed by the Portuguese administration,” impacting sectors such as decarbonization and the national business fabric.
