Russia-Ukraine peace negotiation developments

Overview

Russian leadership has maintained a consistent stance regarding the conflict in Ukraine, prioritizing a lasting peace settlement over temporary ceasefires. At a UN Security Council meeting, Foreign Minister Sergei Lavrov stated that while Russia is prepared for negotiations aimed at a “durable and just peace,” the country will not suspend military operations during talks.

During the Valdai Forum, President Vladimir Putin reiterated his desire for rapid negotiations, provided any agreement is “acceptable to the Russian people.” He specified that peace terms must include Ukraine maintaining a neutral military status, renouncing nuclear weapons, and recognizing Russian claims over annexed territories. Putin rejected a proposal for a mutual cessation of strikes in the Black Sea region, citing Western sanctions on the Russian energy sector. Kremlin spokesperson Dmitry Peskov characterized Russia’s intensified military actions as retaliation for Ukrainian strikes on civilian economic infrastructure.

More recently, Peskov has reiterated that Moscow seeks a long-term peace agreement rather than a temporary ceasefire. He suggested Russia might consider a one-day cessation of attacks specifically on the day of elections in Kyiv, should Ukraine proceed with them, following President Volodymyr Zelenskyy’s proposal for a 60-day ceasefire. At the Warsaw Security Forum, German diplomat Johann Wadephul argued that Russia must take the first step toward a limited ceasefire, noting that Moscow bears the responsibility to halt attacks on energy infrastructure.

Amid ongoing diplomatic efforts, including multilateral talks in Oslo involving Zelenskyy and U.S. Special Envoy Steve Witkoff, Peskov stated that a final settlement is impossible without the participation of representatives from Kyiv to make responsible decisions. Meanwhile, discussions have emerged regarding a potential trilateral meeting between Donald Trump, Vladimir Putin, and Xi Jinping to address nuclear issues and the war.
