Abu Dhabi Global Market regulatory updates

In late July 2026 the Abu Dhabi Global Market (ADGM) Registration Authority issued two separate regulatory initiatives.

On 23 July, ADGM released new rules and guidance for its Commercial Permits framework covering sales and promotional activities such as temporary discounts, clearance sales, instant‑prize campaigns, prize draws, product launches and promotional stands. The updates aim to give businesses clearer legal certainty, speed up permit processing, and strengthen consumer protection through greater transparency and accountability, while also expanding ADGM’s supervisory powers.

A week later, on 31 July, ADGM launched a Broker Classification Framework to rank real‑estate brokers operating in the financial centre. The system evaluates brokers based on transaction activity, continuous professional development, and client feedback, with the goal of recognising high‑performing firms, encouraging sector‑wide improvement, and building confidence among market participants. Both measures reflect ADGM’s broader push for higher standards, transparency and consumer confidence across different commercial sectors.
