Afghanistan narcotics enforcement and production trends
Overview
In 2026, the Afghan Ministry of Foreign Affairs reported conducting over 25,000 anti-drug operations, resulting in the destruction of 26,500 hectares of poppy and cannabis crops and the arrest of 10,065 suspects. Deputy Minister for Counter-Narcotics Abdul Rahman Munir stated that these efforts included the closure of 301 drug-processing laboratories and several chemical and alcohol-producing factories. Foreign Minister Amir Khan Muttaqi emphasized that the campaign reflects the authorities’ stance on the ban on drug cultivation and trafficking, while calling for regional cooperation and alternative livelihoods for farmers.
However, a report from the United Nations Office on Drugs and Crime (UNODC) indicated that opium production has surged fivefold compared to the previous year, rising from 300 tonnes in 2025 to approximately 1,500 tonnes in 2026. This includes a 330 percent increase in poppy cultivation, which expanded from roughly 10,000 hectares to over 43,000 hectares. UNODC Executive Director Monica Juma noted that the surge is driven by impoverished farmers lacking alternative means of support during a humanitarian crisis. This trend marks the first significant increase since the Taliban government implemented a ban on poppy cultivation in 2022.
Satellite imagery and UNODC data show cultivation has shifted toward the northeast, which now accounts for 75 percent of cultivated land. To evade detection, some farmers are reportedly hiding small poppy plots within cereal fields or behind walls. While total production remains below pre-ban volumes, intermediary earnings have returned to levels seen between 2018 and 2021, totaling approximately 525 million US dollars. The Afghan Interior Ministry has rejected the UNODC figures, claiming the report relies on incorrect information and overlooks achievements in narcotics combat.
