African regional infrastructure and industrial development

Overview

Developmental financial institutions continue to fund diverse infrastructure, energy, and industrial projects across Africa.

In North and West Africa, the African Development Bank (AfDB) has supported digital and utility modernization. In Côte d'Ivoire, funds are directed toward a new datacenter in Yamoussoukro, while in Tunisia, guarantee agreements totaling 700 million dinars aim to improve the Greater Tunis drinking water network and modernize the Tunisian Chemical Group. The AfDB is also preparing a 434 million euro loan for Morocco to support economic governance, climate resilience, and private sector reforms.

In West Africa, the ECOWAS Bank for Investment and Development (BIDC) has approved over $400 million for projects in extractive industries, agriculture, and roads. To further regional integration, BIDC is preparing for the 2027 ECOWAS Investment Forum in Lomé.

The West African Development Bank (BOAD) is financing petroleum infrastructure, including a $64.1 million expansion of the Lomé Petroleum Complex in Togo and a $30.3 million investment in Benin.

The Islamic Development Bank (IsDB) has committed significant resources to Cameroon and Benin. In Cameroon, 212.35 million euros will rehabilitate the Douala-Bafoussam road corridor. In Benin, 326.06 million euros are allocated for road modernization and sustainable legume-based agriculture to enhance food security.

Expanding these efforts, the IsDB and the International Fund for Agricultural Development (IFAD) have entered a cooperation agreement to mobilize up to US$750 million to transform rural economies.

Recent developments show the AfDB strengthening ties in Nigeria through a joint technical review of its portfolio to align with government priorities. Additionally, the AfDB and the ECOWAS Commission met in Abidjan to discuss the Abidjan–Lagos Corridor and regional integration under ECOWAS Vision 2050.
