Overview

Since early July 2026 Albania has opened all 33 EU accession negotiation chapters, moving the agenda from legal harmonisation to implementing key reforms such as judicial independence and anti‑corruption. The government aims to close the first ten chapters by the end of 2026, finish all talks in 2027 and achieve membership around 2030.

A draft law titled “For the Bank of Albania” was released for public consultation on 25 July. It creates the legal framework for adopting the euro after full EU accession, proposes raising the central bank’s capital from 2.5 billion to 6 billion lek and the general reserve from 12.5 billion to 30 billion lek, and for the first time includes a dedicated chapter on the transition from the lek to the euro. Economists argue that euro adoption would eliminate exchange‑rate volatility, lower bank‑interest rates and give Albania access to the European Central Bank system, strengthening financial stability.

On the same day, Foreign Minister Ferit Hoxha hosted an EU‑backed conference in Tirana on foreign information manipulation and interference. Experts from NATO’s Strategic Communications Centre of Excellence, Sciences Po, the Free Russia Foundation and others discussed the European Democracy Shield and EU tools against disinformation. Hoxha warned that such hybrid threats are a major challenge for modern democracies, especially as Albania enters the final phase of accession negotiations. Prime Minister Edi Rama echoed the concern, citing recent protests as a potential vector for foreign influence and urging stronger institutional resilience.

Both officials stressed that continued reform—anti‑corruption, judicial functioning, media freedom, environmental protection and now resilience against disinformation—is essential for credible EU enlargement and Albania’s gradual integration into EU structures before full membership.
