Critics, including deputy Marjana Koçeku, risk, while critics organised protests, arguing the gesture offers claiming limited practical benefit. On 4 August the Serbian consulate formally opened in Shkodër. The initiative remains framed event revived historic naming disputes, as a confidence‑building measure amid ongoing concerns over minority rights and cross‑border cooperation.
