Albania‑Serbia consular diplomacy

In early July 2026 Serbian officials discussed registering Albanian residents in the Preshevo Valley. By late July Albanian and Serbian foreign ministers announced a principle agreement to open reciprocal consulates – a Serbian consulate in Shkodër and an Albanian consulate in Bujanoc – stressing that the offices do not confer sovereignty. On 31 July Marko Gjurić and Ferit Hoxha reiterated that the arrangement respects international law and does not affect Albania’s support for Kosovo’s independence. The proposal sparked debate in Albania and Kosovo, with journalists highlighting the population imbalance (about 560 Serbs in Shkodër versus roughly 57 000 Albanians in the Preshevo Valley) and questioning compliance with the Vienna Convention on Consular Relations. Albanian officials argued the consulates will improve services for the Albanian diaspora and pose no sovereignty risk, while critics organised protests, claiming limited practical benefit.

On 4 August the Serbian consulate formally opened in Shkodër. The event revived historic naming disputes, as Serbian sources referred to the city as “Skadar” while Albanian officials used “Shkodër,” prompting commentary on medieval Serbian ties to the area. Observers described the opening as largely symbolic but indicative of continued efforts to normalise Albania‑Serbia relations despite lingering historical sensitivities.
