Overview
Niger and Algeria have initiated a series of strategic energy cooperation projects focused on oil extraction and regional infrastructure. On August 13, 2026, the two nations launched the ‘Kafra Sud-Est 1’ oil project in Niger’s Agadez region. Executed by ENAFOR, an Algerian subsidiary, the drilling operation aims to tap into the Kafra oil block, which is estimated to contain approximately 260 million barrels of oil.
Following this launch, bilateral ties have expanded to include fuel exports and large-scale refining infrastructure. Algeria’s Sonatrach has begun delivering Jet A1 aviation fuel to Niger via the Nigerien company Sonidep. Additionally, Niger has entered a $1.9 billion agreement with Zimar Group and High Tech to construct a 100,000-barrel-per-day refinery and petrochemical complex in Dosso. Operating under a build-operate-transfer model, the project includes a three-year construction phase and 13 years of operation before being transferred to the Nigerien government.
Joint exploration activities have also intensified at the Kafra permit, where Sonatrach and Sonidep hold equal stakes. Drilling at the Kafra South-East 1 exploratory well, managed by the Sipex Niger platform, may reach depths of 3,900 meters. Located approximately 85 kilometers from the Algerian border, the project emphasizes the transfer of Algerian technology and know-how to Nigerien workers. These combined efforts aim to leverage identified oil resources, which include discoveries totaling over 568 million barrels, to establish Niger as a regional energy hub for domestic use and export to neighboring countries such as Burkina Faso and Mali.
