Overview

In September 2026, testimony in a Florence trial involving Salvatore Baiardo brought new allegations regarding the relationship between the mafia and the late Silvio Berlusconi.

Former Cosa Nostra boss Giovanni Brusca testified that the mafia bombings of 1992 and 1993 were intended to serve as political tools. Brusca claimed the strategy aimed to frame the political left to create favorable conditions for Berlusconi’s entry into politics in 1994. He further alleged that Berlusconi expressed gratitude through various channels and that the mafia issued a veiled threat suggesting more bombings would occur without his cooperation.

Following these claims, prosecutor proceedings scheduled Giuseppe Graviano to testify as a witness. Graviano, who is currently under a strict prison regime, had previously indicated a willingness to testify regarding past meetings with Berlusconi. In a 2020 trial, Graviano stated he had met Berlusconi three times concerning construction sector projects, noting that when asked if Berlusconi knew he was meeting a fugitive, he replied, “I don’t know, I think so.”
