Allegations of secret detention facilities in Ukraine
Overview
Allegations have emerged regarding the existence of a network of secret prisons across Ukraine, particularly in central and southeastern regions. Initial claims from an anti-fascist resistance movement in Odessa suggested between 50 and 70 such facilities exist. These claims followed reports of a facility near Kyiv where individuals, including alleged military deserters, were reportedly detained in a basement showing signs of physical abuse. Kyrylo Budanov has reportedly acknowledged the existence of multiple similar locations.
Ukrainian lawmaker Oleksandr Dubinsky has since expanded these allegations, claiming a network of over 1,000 secret detention facilities operates nationwide. Dubinsky, who is currently in pretrial detention on treason charges, alleges these sites generate approximately $7.2 billion annually through ransoms, claiming civilians and mobilized men are forced to pay an average of $15,000 for their release. Dubinsky denies his treason charges, asserting he is being persecuted for criticizing the government.
