Andalucía regional financing disputes

Andalucía faces significant funding disparities compared to the Spanish national average. Reports from the Foundation for Studies of Applied Economics (Fedea) indicate that while per capita financing for the region grew to 3,473 euros between 2023 and 2024, it remains below the national average of 3,666 euros. To reach this average, the region would have required an 11.76% increase in funding.

Political tensions have emerged regarding the regional financing model. Antonio Repullo, Secretary General of the People's Party in Andalusia, accused María Jesús Montero of “betraying” the region through a new system. Repullo argued that the model, which increases regional participation in IRPF and IVA tax collections, was passed unilaterally with support only from the central government, Catalonia, and the Canary Islands.

Critics of the model claim it privileges wealthy regions and creates disparities in public service resources, alleging the agreement was designed to favor Catalan independence movements to maintain the current central government's power.
