Andreas Scheuer car toll trial
Overview
The criminal trial of former German Transport Minister Andreas Scheuer and former State Secretary Gerhard Schulz has commenced at the Berlin District Court. The defendants face charges of providing false testimony to a parliamentary inquiry committee concerning a failed car toll project.
Prosecutors allege that during hearings in 2020 and 2021, the defendants falsely claimed they had no memory of an offer from toll operators to postpone contract signings until after a ruling by the European Court of Justice. The indictment claims Scheuer and Schulz intentionally testified that they could not remember such an offer, which contradicts reports from company managers.
The car toll project was declared unlawful by the European Court of Justice in June 2019 because it discriminated against foreign drivers. This ruling necessitated the German state paying approximately 243 million euros in damages to companies Kapsch and Eventim.
Scheuer, who resigned his parliamentary mandate in April 2024, has denied the allegations. He has testified that his statements to the committee were consistent with his actual memory of the events and that he has no recollection of any such proposal from the toll operators.
