Angola-DRC water infrastructure cooperation

Overview

Angolan President João Lourenço and Democratic Republic of the Congo President Félix Tshisekedi inaugurated the Ndúe and Calucuve dams in Angola’s Cunene province on September 5, 2026. These infrastructure projects are part of the Program to Combat the Effects of Drought in Southern Angola (PCESSA), designed to improve water security in a region prone to cyclical droughts.

The Ndúe dam features a storage capacity of 170 million cubic meters and a 75-kilometer canal, while the Calucuve dam provides 141 million cubic meters of storage and a 240-kilometer canal. These developments are expected to support hundreds of thousands of residents, livestock, and hectares of farmland. President Lourenço noted that increased water access is intended to reduce local conflicts between livestock herders.

Following the inauguration, the cooperation between Kinshasa and Luanda has been framed as part of a broader effort to share expertise in hydraulic infrastructure to enhance climate resilience. This water resource management initiative is part of a period of diplomatic transformation in Angola, as the administration of João Lourenço seeks to diversify the economy and strengthen regional ties within the Southern African Development Community (SADC).
