Angola continues to pursue economic diversification through significant investments in tourism, agribusiness, and large-scale infrastructure. To support ecotourism, President João Lourenço authorized $73 million for infrastructure in the Okavango Tourism Development Pole. Agribusiness expansion is gaining momentum, including the authorization of Angolan gindungo (chili pepper) exports to China. Infrastructure and energy projects are expanding to support mining and regional connectivity. A 30-year concession was granted to Somagec Energy Holding and Averi Finance to build the 1,240-kilometer East Corridor. Regarding the Lobito Corridor, the Multilateral Investment Guarantee Agency (MIGA) has issued $62.6 million in guarantees to Mota-Engil to cover equity investments in the Lobito Atlantic Railway. This These guarantees address political and non-commercial risks, such as breach of contract and expropriation, for the 30-year concession involves modernizing involving the modernization of approximately 1,300 kilometers of rail connecting the Port of Lobito to Luau, facilitating Luau. This corridor facilitates the transport of copper and cobalt from the DRC to international markets. Recent operational data shows the Lobito Atlantic Railway (LAR) has achieved its highest monthly performance for international cargo since operations began in July, handling 27,000 tonnes. LAR expects to move approximately 400,000 tonnes of international cargo this year, with roughly half being copper and cobalt from the DRC. The company aims to double this volume to 800,000 tonnes by 2027 through an investment program for rail rehabilitation and new rolling stock. CEO Nicholas Fournier stated these results reflect “improvements in infrastructure and enhanced operational coordination between Angola and the DRC.” To complement physical corridors, the government is expanding digital infrastructure via a planned domestic submarine cable. Recent developments have also prioritized water security to address urban growth. The Quilonga Grande project, located in the Bom Jesus area, has reached over 90% physical execution and is expected to be inaugurated in November, providing 518,000 cubic metres of daily capacity for roughly five million residents. Additionally, the BITA project on the Kwanza River aims to provide 250,000 cubic metres of daily treatment capacity, with testing scheduled to begin in January 2027. These initiatives, alongside the Calucuve and Ndúe dams, form part of a broader strategy to manage water deficits in Luanda and southern provinces.
