Angola diversification: maritime, tourism, and energy reform
Overview
Angola is pursuing aggressive economic diversification to reduce hydrocarbon dependence. Following its 2024 exit from OPEC, President João Lourenço has emphasized increasing oil production and restructuring Sonangol to attract investment. This shift is supported by growing macroeconomic stability; the non-oil sector grew 5.11% in 2025, and Q1 2026 GDP expanded by 5.3%, driven by services (46.8% of GDP), agriculture (25.2%), and manufacturing (11.7%).
Tourism is being promoted as “green oil,” with a roadmap projecting $3 billion in FDI and a 28% rise in international arrivals. To support this, Angola signed a Memorandum of Understanding with UN Tourism to co-found the UNT-PASS platform and authorized $73 million for infrastructure in the Okavango Tourism Development Pole.
In the maritime sector, the government is urging investment in shipbuilding and aquaculture along its 1,650 km coast. On 20 July, Chinese firms pledged $900 million for the Barra do Dande port terminal in Bengo province.
Infrastructure development has gained further momentum through international partnerships. The European Union’s “Europe Team” has mobilized approximately 2 billion euros for projects related to the Lobito Corridor. Additionally, the Arab Bank for Economic Development in Africa (BADEA) signed a 35 million euro financing agreement with the Omatapalo Group. This represents BADEA’s first commercial financing transaction with a private company in Angola, intended for the acquisition of construction equipment, machinery, and vehicles to support strategic infrastructure projects.
Investment trends show a complex bilateral relationship with Portugal: while Angolan FDI in Portugal reached €4.53 billion by late 2025, Portuguese investment in Angola has seen net outflows. In the mining sector, leaders are calling for a shift toward domestic diamond processing to add value locally. Additionally, Angola is exploring agribusiness partnerships with Brazil to bolster regional food security.
