In late July 2026, rescuers in Atizapán, State of Mexico, requested public and political support for the municipal animal protection unit, citing a shortage of veterinary equipment and food to manage an estimated 174,558 stray animals. Simultaneously, in Saltillo, Coahuila, the group Perrunos UAAAN urged citizens to provide water for stray dogs to prevent fatal heatstroke during extreme temperatures.
By late August 2026, the focus shifted to reports of severe cruelty in Xalapa, Veracruz. Between August 24 and 25, authorities and animal welfare collectives, including ‘Conectando con el Corazón’ and ‘Ada Azul’, rescued 12 dogs and a cat from a residence in the Santa Rosa neighborhood. The animals were found in unsanitary conditions, surrounded by feces and lacking adequate food or water.
Rescuers and neighbors reported finding evidence of ritualistic practices within the home, including various symbols and objects. The identified occupant is reportedly a taxi driver, and investigations by the Specialized Prosecutor's Office for Environmental and Animal Crimes (Fedayca) are ongoing. Local officials, including Luz Mariela Zaleta Mendoza, head of Veracruz's Secretariat of Environment (SEDEMA), have pledged to strengthen coordination with the State Prosecutor's Office. Activists noted that the property had a history of cruelty, citing a previous investigation from a year ago involving dogs being thrown from the building.
