APEC Finance Ministers' Meeting in Hong Kong
Overview
Hong Kong hosted the first APEC Finance Ministers' Meeting on October 20-21, 2026. Prior to the event, Financial Secretary Paul Chan Mo-po outlined a focus on fiscal policies for livelihood development, digital infrastructure financing, inclusive finance, and youth talent exchange. Chan specifically noted Hong Kong’s leadership in the Asian green and sustainable debt market and suggested public-private partnership models for investments in artificial intelligence and cloud services.
During the meeting, Chief Executive John Lee stated that hosting the event reflects national recognition of Hong Kong’s status as an international financial center. Lee highlighted the development of the Northern Metropolis, specifically the Hong Kong Park, which aims to collaborate with Shenzhen’s Lok Ma Chau Loop to form a technology hub within the Greater Bay Area. He noted that over 100 innovation enterprises have already moved into the Hong Kong Park.
To improve connectivity, the government is working to include RMB counters in the Hong Kong Stock Connect and is transitioning port operations toward green and intelligent development. The meeting concluded with the issuance of the 2026 APEC Finance Ministers’ Joint Statement and the Asia-Pacific Digital Infrastructure Financing Policy Statement. Secretary for Financial Services and the Treasury, Christopher Hui, noted the meeting helps Hong Kong expand regional cooperation and leverage its role as a financial hub, building practical results ahead of the APEC Informal Leaders' Meeting scheduled for November in Shenzhen.
